This factsheet sets out the circumstances in which self-employed people are exempt from, or must comply with health and safety regulations.
A self-employed person’s health and safety responsibilities vary depending on their type of business and work activities, whether or not they employ any staff, and whether they are based in England, Wales and Scotland (Great Britain) or in Northern Ireland.
Self-employed people in Great Britain who have no employees and whose work activities pose no potential risk of causing harm to other people (apart from themselves) are exempt from complying with health and safety law, unless their type of work is a specified high-risk activity.
