The Regulations place duties on employers, but they also place duties on anyone who has any degree of control over the workplace, such as premises owners or landlords, who must ensure that the workplace complies with the Regulations regarding matters within their control.
In Northern Ireland, similar provisions are made under the Workplace (Health, Safety and Welfare) Regulations (Northern Ireland) 1993.
