A Guide to the Single-use Carrier Bag Charge

The single-use carrier bag charge was introduced to reduce avoidable waste by requiring retailers to charge at least 5p for single-use bags supplied to customers.

Although the charge applies across the UK, the detailed requirements vary between England, Wales, Scotland and Northern Ireland.

This factsheet sets out how the requirement for retailers to charge for carrier bags applies across the UK. It explains the types of bags that must be charged for, the record-keeping requirements that some retailers must comply with and what retailers must do with the proceeds of the charge. The factsheet also explains when retailers do not have to make the charge.
